The pattern at a glance
- Report or document in a PDFOrganization or Author, A. A. (Year, Month). Title of report (Report No. 123). Publisher. https://doi.org/xxxx or URLWhen the author and the publisher are the same organization, leave the publisher out.
- Journal article read as a PDFCite the journal article: Author (Year). Title. Journal, volume(issue), pages. DOI
- In-text(Organization, Year) or (Author et al., Year)
First decide what kind of document the PDF is
"PDF" is a file format, not a source type, so APA has no PDF template. Open the first pages and look for clues. A journal name, volume and page numbers mean a journal article. An ISBN and a publisher on the copyright page mean a book. A report number, an agency logo and a date on the cover mean a report or grey literature, which is the case for most PDFs students find on government and NGO websites.
Do not write "[PDF]" or "Retrieved from PDF" in the reference. APA 7 removed format descriptions like this, and the link already tells the reader where the file lives.
Many institutional PDFs print a suggested citation on the back of the title page. It is the most reliable source for the author and the date, but it may use another style and sometimes contradicts the cover, as one of the examples below shows.
APA 7 rules for report PDFs
- Author: the agency or the named people on the title page. Write the agency name in full; abbreviations can be introduced in the text.
- Date: year, or year and month if the cover shows a month. Do not use the upload date in the URL.
- Title in italics and sentence case, followed by the report number in parentheses when there is one, for example (NIST AI 100-1).
- Publisher: the issuing body when it differs from the author. Parent departments can be combined in a group author, such as U.S. Department of Education, Office of Educational Technology.
- DOI if the report has one, otherwise the URL of the PDF or of the page that hosts it.
Field by field: citing a PDF report
The PDF document form in the generator uses these fields. Most of them come from the cover and the page behind it.
| Field | What to enter | Where to find it |
|---|---|---|
| Author or organization | People named as authors, or the agency when no people are named. | Cover, title page or the suggested citation box. |
| Date | Year, plus month if the cover gives one. | Cover or title page. |
| Title | Full title with subtitle, sentence case. | Cover. Check spelling against the suggested citation. |
| Report number | Series or report number exactly as printed. The field appears when you switch the source type from PDF document to Report, which also adds a DOI field. | Cover, spine line or the top corner of the title page. |
| Publisher | Issuing organization if it is not the author. | Title page or copyright notice. |
| DOI or URL | DOI as a link (Report form), otherwise the PDF address. The PDF document form requires a URL. | Title page footer, landing page or the browser address bar. |
APA PDF citation examples
Three public PDFs read on 25 October 2026. The engine formatted them as reports, which is what each document is.
Agency report with a number and a DOI
APA 7th: Reference entry
National Institute of Standards and Technology. (2023). Artificial intelligence risk management framework (AI RMF 1.0) (NIST AI 100-1). U.S. Department of Commerce. https://doi.org/10.6028/NIST.AI.100-1
In-text citation: (National Institute of Standards and Technology, 2023)
The title page names the agency, not a person, so the agency is the author. Crossref lists one staff member as author for the same DOI; when a DOI record disagrees with the document, follow the document.
Checked against the PDF title page (checked on 25 October 2026). Title page: NIST AI 100-1, January 2023, U.S. Department of Commerce, DOI 10.6028/NIST.AI.100-1. Crossref lists one person (Elham Tabassi) as author, while the PDF presents the agency as the author.
Government PDF without a DOI
APA 7th: Reference entry
U.S. Department of Education, Office of Educational Technology. (2023). Artificial intelligence and the future of teaching and learning: Insights and recommendations. https://www.ed.gov/sites/ed/files/documents/ai-report/ai-report.pdf
In-text citation: (U.S. Department of Education, Office of Educational Technology, 2023)
The cover title reads "Artificial Intelligence and the Future of Teaching and Learning", while the suggested citation inside drops the word "the". The cover wins. There is no DOI, so the PDF URL closes the entry.
Checked against the PDF title page (checked on 25 October 2026). Cover: "Artificial Intelligence and the Future of Teaching and Learning: Insights and Recommendations", May 2023. The suggested citation inside drops the word "the" from the title; the title page wins.
Statistical report with nine named authors
APA 7th: Reference entry
Irwin, V., Wang, K., Jung, J., Kessler, E., Tezil, T., Alhassani, S., Filbey, A., Dilig, R., & Bullock Mann, F. (2024). Report on the condition of education 2024 (NCES 2024-144). National Center for Education Statistics. https://nces.ed.gov/pubs2024/2024144.pdf
In-text citation: (Irwin et al., 2024)
Because people are named, they become the authors and the agency moves to the publisher slot. APA lists up to 20 authors in the reference, so all nine appear; the in-text citation shortens to Irwin et al.
Checked against the PDF title page (checked on 25 October 2026). Title page and suggested citation: nine authors, NCES 2024-144, May 2024.
Formatted by the same citation engine that runs the generator above (citeproc-js with the official CSL style file). Italics follow the style.
In-text citations for PDF sources
Cite the author and the year of the document, whatever format you downloaded.
- Group author: (National Institute of Standards and Technology, 2023)
- Group author with an abbreviation: First citation: (National Institute of Standards and Technology [NIST], 2023); later: (NIST, 2023).
- Many authors: (Irwin et al., 2024)
- Quoting a page of the PDF: Use the page number printed on the document, not the PDF viewer's page count: (Irwin et al., 2024, p. 12).
Typical PDF citation mistakes
- Writing [PDF] in the reference. APA 7 does not label file formats. Remove it.
- Using the viewer page number. Page 14 in your PDF reader may be page 2 of the report. Quote the printed page.
- Taking the year from the URL. Upload folders such as /2019-09/ show when the file was posted, not when the report was issued.
- Citing a journal article PDF as a document. If the PDF is an article, the journal reference with volume, issue and DOI is the correct one.
APA PDF citation FAQ
How do I cite a PDF in APA 7?
Identify what the PDF is, then use that reference type. For an agency report: Organization. (Year). Title of report (Report No.). Publisher. URL. For an article saved as a PDF, cite the journal article.
Do I need to write that it is a PDF?
No. APA 7 dropped format labels such as [PDF] and the phrase Retrieved from.
What if the PDF has no date?
Write (n.d.) for no date and, for pages that are likely to change, add a retrieval date before the URL.
What if the PDF has no author?
Use the organization that issued it. Only when no organization is identifiable does the title move into the author position.
